Foreigners can own property outright in Ajman, but only in the parts of the emirate that are open to foreign ownership. This guide brings those freehold areas together in one place, with what each one offers, what it costs and how to confirm that a specific building is open to you.

How freehold works in Ajman

Ajman opened its property market to foreign buyers in 2008, when Amiri Decrees No. 7 and 8 designated areas where non-GCC nationals can buy. In those areas, a foreign buyer gets freehold ownership: the unit is theirs permanently, registered on a title deed with the Department of Land and Real Estate Regulation (AjmanRe), and it can be sold, rented, mortgaged or inherited.

UAE and GCC nationals can buy anywhere in Ajman. You don't need a UAE residence visa to buy freehold, and non-GCC buyers pay a 3% registration fee. For the full rules on ownership, read can foreigners buy property in Ajman?

How to check a building is freehold

  1. Ask for the title deed (or the initial registration certificate for off-plan) and check the ownership type and plot details.
  2. Confirm with AjmanRe, through its offices or e-services, that the unit can be registered to a buyer of your nationality.
  3. For off-plan, check the project registration and the escrow account before paying any deposit.
  4. Make it a condition of the contract that the unit is registrable in your name as freehold.

Lists of freehold areas published online, including this one, are a starting point. Freehold status is set per plot and building, so a tower in a mostly freehold area may not be open to foreign buyers, and the reverse can also be true.

Choosing the right freehold area

  • Highest rental yield: Garden City, Emirates City or Ajman Downtown.
  • Family home: Al Rashidiya or Al Nuaimiya for apartments; Ajman Uptown or Al Yasmeen for villas.
  • Lifestyle and long-term value: Al Zorah or the Corniche.
  • Lowest entry price with a payment plan: off-plan launches from about AED 300,000–450,000.
